Minutes of the Meeting 7.30pm 10 November 2010 Meeting held at Mango Landing

Those present: Gary Turnbull (Co-chair), Chris van Duuren, Nick Berry (Treasurer), Louise Belson (co- secretary), Sam Anderson, Tim Fairhurst. 1. Matters Arising from the last meeting:

1.1 JAG Accounts: Julia Wait (JW) has completed JAG accounts to May 2010. Nick/Chris will forward latest bank statements for inclusion. LB will pass to NB invoices for website and admin. Action Nick/Chris/JW 1.2 Tax Liability: As unincorporated community association JAG must still present audited accounts and must apply for formal exemption from liability.

1.3 Website: Tim Fairhurst (TF) will contact Nadjia Action TF 1.4. Tribute: Residents supported the idea of planting a tree as a tribute to Zac. Sam said that a street bench might be difficult to site. Louise Belson (LB) said that Zac’s family were working on making a garden at their house and suggested that residents might wish to give them a hand in the spring. LB will ask the family, what they wish. Action LB 1.5 AGM: Garry Turnbull (GT) will check availability of venue and officers and confirm date Action GT/LB 1.6 Parking problems on the Access Roads JA 2-60: Those present agreed to residents request that JAG will fund new permanent ‘No Parking’ Signage. Information on commercial parking control systems for private land which include permits, signage and clamping will be available for residents to consider at the AGM and will be passed to those residents who have already expressed an interest. Action LB 1.7 Bulb Planting at cleared area at old Job Centre: JAG voted to spend £40 on bulbs. Action LB 1.8. Tree Survey. LB reported that the Lambeth tree officer looked at the JA trees this spring and advised that work needs to be done and a full survey is advisable. The trees are all on privately owned land and a full-scale arboricultural survey and treatment and planting scheme cannot therefore be funded (est. £2,000) by LBC. JAG has sought grants for the work. The meeting agreed to ask L&Q and to propose at the AGM that all residents are asked by questionnaire if they wish the JAG to fund a full survey of the street trees and if they would wish to contribute to the funding. 1.9 Policing: Residents had asked how they could be kept informed of reports on current levels of prostitution and ASB and police action to control them. LB said that the police were unable to be present at JAG meetings held at Mango Landing.

2. Meetings: JAG meetings: Currently held 10 times a year. TF suggested that in future: 5 formal minuted meetings are held at a venue to be agreed and alternate with 5 informal meetings to be held at Mango Landing. Those present thought this was a good idea and will present it for a vote at the AGM Brixton Hill Panel Meeting: GT/ LB to check date of next meeting and volunteer to attend

Action GT/LB Tulse Hill Safer Neighbourhood Team meeting: 24 Nov. GT will attend for JAG. Brixton Town Centre Panel Meeting 16 Nov. LB will to attend for JAG.

3. ASB/Vice: Residents have asked JAG for help with specific local problems. JAG will raise these at the SNT meeting. 4. Streetclean/ Freshview: Dates 2011. Residents agreed on four events. LB reported that at the last event in October, two holly trees had been cut down without the owners’ permission. They were growing close to the laurel hedge. The owners were distressed that this had happened as they had planted them 10 years ago. LB has apologised to the owners and suggested to them that the trees are replaced with young trees of their choice. The owners accepted. LB requested that residents ensure that landowner permission for work carried out at Freshview events is always given prior to work being done. JAG agreed to fund replacements.

Action LB 5. JA Website: TF reported that work continues on the new website. It is near to completion and he explained how it will be updated and how residents can contribute to it. He will prepare a flyer about the site for distribution and give an update at the AGM. Action TF 6. Forestry Commission Grant: JAG has been awarded a grant to carry out a project with local schools and local children. The project aim is to work with the children to celebrate the trees on JA. The children will design small information labels for some of the trees on JA Enclosed Rush Common. In March 2011, the signs will be made and placed on or nearby trees where the general public can see them and where the tree owner and landowner has given consent. Those present supported the scheme. LB will accept the grant on behalf of JAG and present the idea to residents in a leaflet and at the AGM. 7. AGM Agenda. GT will prepare. 8. Any Other Business: 1. Leaky pipe: Tim Sutton (TS - by email): The still leaking water pipe at 17JA made an ice sheet last winter on the pavement and was very dangerous. Should JAG write to the owners of the garden? Chris said she would ask the owner of the garden if JAG could help. 2. Gaps in hedges: TS suggested that JAG could buy new plants to fill gaps in the garden laurel hedges. GT said JAG should ask the owners if they wished to do so. 3. Garlic: TS reported that wild garlic was being planted around conker trees at Kew. This was shown to control infestation by leaf miner moth. Japanese Knotweed: LB reported: Volunteers have treated the knotweed with Round Up, at the owners request, in one front garden, twice in late summer and autumn. It seems to be working. They will treat the back garden next year. Sam volunteered to treat the weed at 38JA and suggested that to be successful all of the knotweed on JA should be treated at the same time and that JAG funding for the work to be carried out professionally should be voted on at the AGM. Residents thought that JAG should write to London and Quadrant and ask for their help. Action LB to write to L&Q 5. 85 BH. Residents agreed to apply to use the site as part of the Lambeth Green Garden Scheme. 6. JAG Officers: The current co-secretary and co-chairman are not standing for re-election. Those wishing to stand should contact JAG secretary and attend the AGM. 7. Planning: A resident of Arodene Rd asked if the JAG could help on a planning issue. The JAG asked him to forward the details to the secretary. Works on JA have been reported to the JAG by residents as being carried out in violation of Rush Common Guidance.
