MINUTES OF JAG MEETING WED.11 APRIL 2007 


Those present:  Elizabeth Owen, Victoria Hardie, Garry Turnbull (co-chair), Louise Belson (sec), Anne Brown, Nick Berry (Treasurer), James Middleton, Tamima Tash, Hermine Sanson, Councilor Marcia Cameron, Hayden Tuck (LBL Transport & Highways). ), Kate Newham (LBL Community Safety Team), Carol Brockelsby (Tulse Hill Safer Neighborhood Team).


1.Welcome. Garry welcomed Councilor Marcia Cameron and Hayden Tuck from LBL Transport and Highways to the meeting. Apologies received from: Pelle Kraft, Roger Blantern and Tim Sutton.


2. Previous minutes of meeting 14.03.07: approved


3. Josephine Avenue Traffic Management Proposal. 

Residents again expressed their support for the proposal. Residents found that traffic on Arodene Rd or Helix Gardens had not been noticeably heavier. Hayden Tuck (LBL Transport & Highways), suggested and residents agreed that the proposed barrier should be at the Brixton Hill end of Josephine Avenue.  Councilor Marcia Cameron agreed to make representations on behalf of residents and to try to secure funding for the initial consultation and trial closure. She and Hayden Tuck suggested that a petition signed by as many residents as possible would be very helpful. Garry and Louise agreed to carry this out. Hayden Tuck estimated the preliminary costs of a trial closure and consultation to be £13,000. Hayden Tuck confirmed that the barrier would allow pedestrian, cycle and emergency vehicle access. Hayden will also investigate the possibility of putting Josephine Avenue on the London cycle route.

It was reported that at the SNT meeting held at 6pm, Carol Brocklesby and Nick Head would obtain comparative crime statistics before and after the temporary gas works road closure; Kate Newham would request that Neil Thurlow investigate funding and look at the means by which the road management scheme in Streatham was progressed; Neil Thurlow will be asked to attend the next JAG meeting. 


8.45 pm Kate Newham (LBL Community Safety Team), Carol Brockelsby (Tulse Hill Safer Neighborhood Team) left the meeting.


4. Treasurers Report. Nick has received the JAG accounts from the outgoing treasurer. Renewal of JAG membership of LVAC at a cost of £10.00 was approved. 


5. Carriageway Lighting Maintenance. Louise pointed out that Lambeth has a stated legal responsibility for upkeep and maintenance of the carriageway lights. Other than light bulb replacement no upkeep has been carried out by Lambeth Council since 1986 when the lights were installed. In addition, two missing lamp-posts have yet to be replaced. 

Hayden Tuck suggested that JAG send written evidence of the council’s responsibility to Martin Sachs, Head of Transport and Highways, with a copy to himself. Councilor Marcia Cameron asked to be sent a copy and informed of progress. 


6. FWA Donation. Nick will liaise with the FWA to try to help establish an insurance claim. JAG has one quote for building works to pillars and railings and awaits the second.


7. JAG Website. No further information. 


8. Urban Art 2007. Sat 21 and Sun 22 July, 10am-6pm.  All pitches are booked for both days. All commission raised from sales on Sunday will be donated to the Merlin Charity. Volunteers, who would like to help for a couple of hours, please contact 1 Helix Gardens or email info@urbanart.co.uk

9. 85 Brixton Hill. The latest planning application is under consideration by the Planning Department. Local residents have been consulted and responded. If the application is rejected the Compulsory Purchase Order which is already in place will be progressed. 


10. JAG Printer. Cost of new laser printer is approx: £150. The meeting approved the purchase. 


11. JAG – Registered Charity. Louise sought the meetings approval to investigate the pros and cons of changing JAG status from its current status as a residents association to that of a registered charity. The meeting approved. Louise will consult with Lambeth Voluntary Action Council and report back. 


12. Other Matters. 

12.1 Clr.Marcia Cameron is producing a newssheet for and about local community groups, SNT’s and their concerns. It will aim to help them better communicate and help each other. JAG will be included.

12.2 Anne Brown requested that Lambeth improve the dire condition of our local pavements. Hayden Tuck suggested we write to the department.

12.3 James pointed out that JAG is not included in the community groups listing on the Lambeth Council Website.

12.4 Anne Brown reported considerable local concern that despite objections on the grounds of density, height, reduction of light, non-existent outdoor play space and no car parking provision, the Kens Autos site on Water Lane which was a farm in the early nineteenth century has received full planning consent for demolition and the erection of 32 flats by Genesis Housing Association.

12.5 Residents agreed to contact the Post Office yet again about mis-delivered mail.

12.6 The Safer Neighbourhood Team requested that residents inform them of any new issues they wish the team to raise at their next meeting. TulseHill.snt@met.police.uk
